Recently, Chongqing's major project, the timber trade port in Western China, was officially launched in Banan. The project, with a total investment of 23 billion yuan and a total area of about 4100 mu, is jointly built by Chongqing municipal government and China forestry group. It is positioned as a national timber trade, reserve and processing base. It is planned to build itself into a base based on Chongqing, radiating to the southwest, relying on the China Europe train, the new land sea channel in the west, the Yangtze River golden waterway, Chongqing Manchuria Russia and other major outbound channels After the completion of the global timber trade and processing distribution center, the annual timber trading volume will exceed 9 million cubic meters, which will fill the gap of no large timber port in Southwest China.

According to public information, the timber trade port in Western China can be divided into three phases. The first phase is located at the fo'eryan wharf and mainly trades in logs, boards, sawn timber and wood and bamboo products. At present, the first and second phase projects of fulyan wharf have been completed and put into operation, with an annual throughput capacity of 2.1 million tons. In 2020, the port will realize a log trade of nearly 800000 cubic meters. The log warehouse area of phase I project is expected to be officially completed and put into operation in June this year, laying the foundation for international log trade; Phase II wood processing industrial park is located in NANPENG highway logistics base; Phase III is a wood and wood products exhibition and trading center.

There is a very important background for Chongqing to start the construction of timber trade port in Western China. Since the implementation of the natural forest protection project in 1998, the gap between China's timber supply and demand has increased year by year. Statistics show that China's domestic wood gap will reach 200 million cubic meters in 2020. At the same time, we have noticed that many places in China have built international timber trading centers relying on their own advantages in order to seize the right of discourse and pricing in international timber trading.

For example, Qingdao West Coast new area has the largest import timber trading market in northern China - Northern timber trading center. In 2020, the trade volume of the trading center will reach 6 billion yuan. What's more, it will become the largest import Pine Trading Market in China, forming the pricing power of imported pine; Chengdu Qingbaijiang international timber trading center, relying on the China Europe Express (Chengdu) and other channels, designed the integrated service mode of customized train transportation and trade of Russian imported timber, and released the national level timber price index in August 2019. At present, the annual trading volume of the center has increased from 1.8 billion yuan in 2016 to more than 4 billion yuan, with an average annual growth rate of more than 30%; In December 2020, Guangxi Qinzhou Bonded Port import timber trading center project started construction. The project will give full play to the advantages of Qinzhou Bonded Port, the largest timber import port in China and its proximity to ASEAN, to build the first comprehensive high-end timber import trading platform in Guangxi.

It is worth mentioning that in recent years, Chongqing has accumulated a lot of experience in importing timber through strategic channels such as the China Europe train (Chongqing Xinou) and the rail sea intermodal train through the western land sea channel, which has laid a solid foundation for the successful operation of the timber trade port in Western China in the future. We might as well review it briefly. In June 2019, the first China Europe train (Chongqing Xinjiang Europe) Russian timber special train arrived at Orchard port, Liangjiang New Area, Chongqing. Russia is China's largest timber importing country, so the significance of the special timber train is self-evident. In July 2020, a batch of high-end timber from Vietnam arrived in Chongqing international logistics hub park by taking the rail sea intermodal train of the new land sea channel in the West. The relevant person in charge said that taking this as a starting point, Vietnam will realize normalized rail sea intermodal transportation of timber in the future, and the scale is expected to reach 10 billion yuan. In June of the same year, under the background of the construction of double city economic circle in Chengdu Chongqing region, Chongqing zhongeurope Wood Industry Co., Ltd. and Chengdu Qingbaijiang international timber trading center signed an agreement. The two sides said that they would rely on the channel advantages of China Europe train to build a comprehensive platform of Chengdu Chongqing timber supply chain with three-dimensional transportation network advantages of public rail and water.

So, what will the timber trade port in Western China bring to Banan and Chongqing in the future?

1、 Promote the upgrading of furniture industry in Banan and broaden the cooperation fields between Chongqing and ASEAN

When it comes to Banan industry, you may think of the biomedical big health industry. After all, the first batch of 66 national strategic emerging industrial clusters released by the national development and Reform Commission in October last year included the biomedical industry cluster in Banan District; You may think of the commerce and trade logistics industry, because Banan NANPENG highway logistics base has attracted nearly 50 leading enterprises such as Jingdong, Shunfeng, Huanan City, Shentong and so on, and has become an important carrier of Chongqing's southward opening up; You will also think about the auto and motorcycle industry. After all, Zongshen and other domestic auto and motorcycle giants made their fortune in Banan. In addition, Banan digital economy has also shown a strong momentum of development in recent years.

In fact, Banan's furniture industry also has a certain competitive advantage in the city. According to upstream news reports, due to its superior location and long-term accumulated furniture manufacturing foundation, Banan District has become the distribution center of Chongqing furniture manufacturing small and medium-sized enterprises, and has held four consecutive China (Chongqing) ASEAN Furniture Expo. Statistics show that by the end of 2019, there are nearly 200 furniture manufacturing enterprises registered in Banan District, including MAG home, which is expected to be listed this year. However, after years of development, due to various reasons, Banan furniture industry still has some problems, such as small profit space, low added value, and difficult brand cultivation. At the same time, the original development mode of competing for price and quantity to seize the market is unsustainable, and upgrading is imminent.

Many people with lofty ideals in Banan place their hope on the timber trade port in Western China. During the two sessions of the Chongqing two sessions this year, Zhang Jing, member of the CPPCC municipal committee and chairman of Chongqing Caicai agricultural development company, said in an interview that after the completion of the timber trade port in Western China, it will not only make it cheaper and more convenient for people in Western China to buy furniture and wooden building materials, but also promote the transformation and upgrading of furniture industry in Banan. To this end, Zhang Jing also brought a proposal such as "suggestions on accelerating the implementation of planning and construction of furniture manufacturing industrial park in Banan District".

In my opinion, the timber trade port in Western China also has this condition. First of all, we know that both Banan and the entire Chongqing furniture industry, a considerable part of wood consumption depends on imports. In the past, the timber imported by Banan had to be transported through multiple routes, which made the cost high and weakened the competitiveness of related enterprises to a certain extent. However, after the timber trade port in Western China is put into use, the cost of wood imported by furniture enterprises in Banan and other places will be reduced, which will help the local government to guide and encourage furniture enterprises to speed up technical transformation, product innovation and process upgrading, and comprehensively improve the intelligent and standardized manufacturing level of furniture products.

In addition, considering that Russia is China's largest timber importing country, with the commissioning of Western China's timber trade port, Chongqing's "14th five year plan" mentioned the target task of "expanding the radiation range of Chongqing Manchuria Russia international railway trains, enriching the types of goods and increasing the frequency of operation" mentioned in Chongqing's "14th five year plan". However, if the timber trade port in Western China wants to promote the Chongqing Manchurian Russia train to achieve the above objectives, foeryan wharf must first have the conditions for developing the rail water multimodal transport, and thoroughly open up the last "one kilometer" between the port and the railway, so as to realize seamless connection between the China Europe train, the new land sea channel in the west, the Chongqing Manchu Russia railway and the golden waterway of the Yangtze River. At the same time, Banan relies on the timber trade port to apply for comprehensive bonded zone or expand the scope of NANPENG bonded logistics center to this point.

Secondly, the second phase of the timber trade port in Western China has also planned a wood processing industrial park. This means that Banan will use this platform to attract domestic and international well-known furniture enterprises to settle in. While strengthening the supply chain control, Banan will realize the goal of "buying global timber and selling global furniture", thus driving the overall competitiveness of Banan's furniture industry to steadily improve. In the process of "competing on the same platform" with Longtou enterprises, Banan will realize the goal of "buying global timber and selling global furniture", The brand awareness of Banan local furniture enterprises will be significantly enhanced, and the leap forward transformation to "original design" will be accelerated.

Third, relying on the timber trade port in Western China, Banan has the conditions to restart the ASEAN Furniture Expo. As we all know, a well-known exhibition will play an important role in the economic and social development of the city and the expansion of influence on the industry. For example, Nankang, Jiangxi Province, which has the title of "China's solid wood furniture city", has held furniture expositions, making the influence of "Nankang made furniture" deeply rooted in the hearts of the people.

As we mentioned above, in order to enhance its international influence, Banan also held ASEAN Home Expo for four consecutive years. However, at that time, Banan furniture industry had no advantages in docking with global resources, especially compared with Nanning relying on China ASEAN Expo to build ASEAN customized furniture Expo. Perhaps for this reason, public reports show that there will be no follow-up information after the fourth ASEAN Expo in 2017. However, with the timber trade port in Western China put into use, the obstacles to restart the ASEAN Home Expo in Banan will no longer exist. As we know, Chongqing's action plan for deepening economic and trade cooperation with ASEAN (2021-2025) has been officially promulgated a few days ago. In this sense, Banan will hold similar exhibitions again in the future, which will play an unexpected role in implementing the relevant spirit of the action plan and broadening the cooperation fields between Chongqing and ASEAN.

2、 Helping Chongqing to build an inland financial center

Ports, originally, were just places where goods came in and out. However, it has been given a new connotation. For example, the orchard port in Liangjiang New Area, in the warehouse supporting area, has built the Western bulk commodity spot trading market. Relying on iron ore, coal, steel and other bulk commodities, the market trading develops online and offline trading business, as well as third-party payment and supply chain financial logistics services, which can transfer the delivery work originally in coastal ports to Chongqing. In addition, in September last year, the Qianhai joint trading center qme and ant group signed a framework cooperation agreement with Liangjiang New Area, which will jointly build the orchard port bulk commodity trading and digital supply chain industry cooperation project. According to the plan, Guoyuan port will improve the functions of transaction, settlement and electronic supervision of goods, and build Chongqing's Center for international resource allocation and price index of the means of production.

As a matter of fact, the action plan for accelerating the construction of inland open highlands by fully integrating into the "belt and road initiative" issued in October 2019 mentioned that Chongqing will rely on orchard port to carry out international procurement, distribution, transfer and settlement of import and export goods, and build an inland international logistics distribution center with functions of storage, distribution, distribution, transfer, connection and simple processing, Forming channel logistics aggregation effect. As for the timber trade port in Western China, because it involves transaction, settlement, supply chain finance, e-commerce and other links, orchard port will develop financial services to help Chongqing build an inland international financial center again.
